Taser Use Will Soon Be Legal In Michigan

A senate bill has passed that will soon make the use of a Taser Legal in Michigan. Residents have been unable to use the weapons for quite some time and a recent bill changed all this.

SUMMARY OF SENATE BILLS 29, 30, & 93 AS PASSED BY THE SENATE

The bills would amend various acts to:
o Expand the use and possession of an electro-muscular disruption device (EMD) to include a holder of a concealed pistol license (CPL).
o Subject possession and use of an EMD to the same requirements and prohibitions as for a concealed pistol.
o Include a reserve peace officer among the peace officers authorized to carry and use an EMD.
o Place new criminal penalties for the unlawful use of an EMD by a person authorized to possess and use an EMD in the sentencing guidelines.

In general, the sale or possession of stun guns and their ilk is strictly prohibited. A narrow exception is made for a device using electro-muscular disruption technology (EMD) and that delivers the shock through probes attached to wires. The devices also dispel “tags,” which are confetti-type objects that contain identification and tracking
information traceable to the purchaser.

The bills would all take effect 90 days after enactment.

Senate Bill 29 would amend the Michigan Penal Code (MCL 750.224a). The bill would do the following:

o Allow the possession and reasonable use of an EMD by an individual with a valid concealed pistol license and who has been trained as specified in the bill regarding the use, effects, and risks of the device.
o Require an authorized dealer or seller of an EMD to a CPL holder to verify the person’s identity and possession of a valid CPL. The dealer or seller must also provide, at the time of sale, training on the use, effects, and risks of the device. A violation of these provisions would be a misdemeanor punishable by up to 30 days in jail and/or a fine of not more than $500.
o Make using an EMD against another person, except under circumstances that would justify the individual’s lawful use of physical force, a high court misdemeanor punishable by imprisonment for not more than two years and/or a fine of not more than $2,000. This penalty would apply to all persons authorized to possess and use an EMD, including peace officers.
o Include a reserve police officer, as defined in PA 372 of 1927, in the definition of “peace officer,” thus authorizing these individuals to possess and use EMDs in the performance of their duties. In addition, to be a lawful EMD for purposes of the act, the device must contain an identification and tracking system that dispenses coded material traceable to the purchaser through records kept by the manufacturer, and the manufacturer must have a policy of providing that information to a police agency upon written request by that agency.

Mom and Baby Rescued After Facebook Status Update

A Utah woman and her 17-month old son were rescued after a five-day abduction after the woman hid in a closet and posted a Facebook update on a laptop that said she and her son would be “dead by morning” which prompted a call to local police.

At times these horror stories are simply overwhelming. Yesterday we heard about the nine-year-old girl, Aliahna Lemmon, who was killed by a baby-sitter in Indiana. These things are inexplicable and terrifying – especially for those of us who are parents.

So I read about a woman being saved thanks to internet access and social media, and a part of me is thrilled. Social media is changing the world. It’s helping stoke revolutions, topple dictators, and save women from predators.

Maybe there’s an app out there already that could quickly and automatically report an assault or abduction and send the location to police. But there’s also more room for predators to use that same technology to track and harm their victims. It’s a double-edged sword.

More fundamentally, technology is a limited tool. It always has been and it always will be trumped by humanity. Most sexual abuse happens in the home, by family members or trusted friends. The senseless murder of Aliahna Lemmon at the hands of a neighbor is just one of countless examples of this. Technology cannot save us from the monsters that lurk in the bed in the next room.

Technology won’t save us from bad decisions.

 

But if technology can’t save us, what can?

I am left despondent. So many questions, too few answers. Women’s rights and education; transparency in institutions; increased prosperity – these are all small pieces to the puzzle.

Sexual violence is especially bad in closed communities in isolated areas with low median incomes. You can see it in small town America or the sexual abuse in the Irish Catholic Church. The problem, of course, is that the institution with the least transparency is and always will be the nuclear family.

Somewhere the balance between privacy and the safety of children has to be determined, but it’s almost inevitable that the balance won’t be struck in a way that pleases everyone.

Libertarian writer Andrew Cohen has suggested parenting licenses. I think that we should do everything we can to educate people on parenting skills and other life skills, but such a ham-handed approach is never going to work. Indeed, it’s quite surprising to hear a libertarian suggest such a thing, though certainly the horror stories make me sympathetic to the idea behind the scheme.

In any case, neither technology nor the government can save us from ourselves. I believe we can and will evolve, that our better angels will snuff out the demons eventually. Perhaps tech will guide us on that path. And perhaps stories such as the Utah abduction, as horrible as it is, will give us some hope.

Pharmacy Manager Douses Suspect in Pepper Spray – Video

Pepper Spray was used by a Pharmacy Manager on a man that tried to hold up a pharmacy.  Fox News Insider posted this Video showing Susan Beller replying to his hold up note with Pepper Spray.  She really blasted him in the face with this and then she and another pharmacy employee chased the man out of the store.

Apparently, the man had so much pepper spray (actually, she used Bear Pepper  Spray which has a range of 15 – 20 feet) his parents called 911 and that is how he was caught.  I wonder how proud they were of their son??

Good for Susan Beller for spraying him!!!!

Pepper Spray Will Definitely Clear A Room, Yes…Pepper Spray

Sometimes meetings, banquets, events just run long.  While no one wants to claim they are boring and we’d rather be somewhere else – fact is it’s often true.  One security guard  found a way to clear a room and put an end to long speeches – Pepper Spray  yes, pepper spray.

My Plainview.com reports their Chamber Banquet was a burning, wheezing success full story! !  Apparently, a security guard came to check on upcoming events and leaned up against a wall and accidentally discharged his pepper spray.  The pepper spray was believed to travel through the ventilation system from the hallway into the grand ballroom.

The Man of the Year was giving his speech and the coughing began, then wheezing and everyone was joining in.  Could his speech have been that bad??  While it continued to get worse they finally realized what it was.  The Chief of Police then informed the crowd they could leave through the side doors and avoid the lobby.

Pepper Spray when used correctly can be a great personal safety tool.  Accidentally, discharge it and pepper spray can clear a room.  I’m sure the security guard will make sure the safety is on his pepper spray from now on and won’t live down the jokes for quite awhile!!!

Facebook Parenting For The Troubled Teen – Right or Wrong???

It seems a parent of a teen took matters into his own hands.  Tommy Jordan wasn’t happy about what his 15 year old daughter posted on facebook.  She blocked her parents and her tirade began.  This didn’t keep her parents away and kid (and everyone alike) should know what is on Facebook does not stay private.  Mr. Jordan was not happy with what he found and he posted this video on YouTube.  He shows himself shooting, yes, shooting, his daughers laptop.

Mr. Jordan was not happy about a post his daughter Hannah made on facebook.  Apparently, she was tired of chores and wrote an open letter to her parents  complaining about her life but blocked them from seeing it.  The thing is…what is posted on Facebook isn’t really private and something like this will get around very quickly.

The video has a link to a facebook page where  Mr. Jordan posted the video.  He wanted to be sure his daughter and all her friends would see it.  The video and the Facebook page have gone viral.  The YouTube video has over 25,000, 000 hits…yes, millions and 285,905 likes and 26,675 dislikes.  The facebook post has 84,051 likes (they don’t have a “dislike” button, 37,672 comments and 33,241 shares. 

Reviews on this are obviously mixed.  Some comments praise Mr. Jordan, “way to go”, “you are my hero” and others are not so kind, “you need counseling”, “what an idiot”…in fact, the video even caught the attention of CPS.

Cut In Line At McDonalds – Get Tased

News this week is talking about a mother who cut in line at a local McDonald’s and ending up getting tased.   The woman drove all the way up to the pickup window and wanted to place her order, pay and pickup rather than wait in line.  The staff refused to wait on her.

Deputies used a Taser on a woman who wouldn’t surrender to them after she cut into a McDonald’s drive-through line and then refused to move her car without being served, according to the Cumberland County Sheriff’s Office.Evangeline Marrero Lucca, 37, of the 100 block of Snow Hill Church Road, pulled up to the window of the McDonald’s on Legion Road, near Black and Decker Road, on Friday afternoon and held up the line for about 20 minutes before deputies arrived, said Debbie Tanna, a Sheriff’s Office spokeswoman.Staff at the restaurant reported that Lucca drove her Ford Taurus to the pickup window, bypassing the order screen and payment window, and tried to order her food there, she said.“She did not want to wait in line,” Tanna said. “They told her she had to go around and wait like everybody else did and place her order that way, that they weren’t set up at that window to take her order or take her money. … She wasn’t having any of that.”

The woman refused to move her vehicle and became confrontational with the employees, she said.

“When we arrived, she really got mad,” Tanna said.

Attempts to reach Lucca for comment were unsuccessful Friday.

Customer Anthony Rich said he pulled into the parking lot to order lunch and found a long line of cars at the drive-through. He said he got in line and waited, eventually getting up to the first window, where he commented about the long line.

An employee told him the woman was refusing to move, Rich said.

The employee told him the woman frequently comes to the restaurant and cuts in line, and that, “We’re not having it anymore, so we called the cops,” Rich said.

Lisa Powell, who owns the franchise for that McDonald’s location, said in a prepared statement that employees called deputies “after lengthy conversation with the customer” about why her actions were unsafe.

Rich said deputies soon arrived at the scene and ordered Lucca to get out of the car, but she refused. The deputies continued their orders for about 20 minutes, until they finally removed a young girl, he said.

“Two or three officers entered the car with her and started trying to forcibly drag her out of the car, and that’s when you could hear the clicking sound of the Taser one time,” Rich said. “They pulled on her a couple of times, and then they Tased (stunned) her again, and when they Tased (stunned) her the second time, she just flopped out of the car like a fish.”

Lucca was charged with second-degree trespassing. Social workers took custody of her 3-year-old child who was in the car, Tanna said.

Tanna said deputies are not allowed to use Tasers on a person who simply refuses to comply with orders without danger involved, but in this case Lucca was engaging in “threatening behavior.”

“Our top priority was making sure people weren’t hurt because we didn’t know if she was going to drive the car off and run over somebody,” Tanna said. “Then there was the baby in the car we were concerned about.”

The deputies performed a “drive stun” on Lucca, a technique that does not involve firing probes into the target’s skin, she said.

A drive stun involves removing the Taser cartridge and touching the weapon directly on the skin to create a “pain compliance effect,” according to the Fayetteville Police Department’s use of force policy. A drive stun is applied to pressure points on the surface of the skin and allows officers to restrain a suspect without full incapacitation.
