<p><em>LANSING, MI — Gov. Rick Snyder signed legislation on Tuesday to legalize civilian Tasers after the bills <strong>gained bipartisan support</strong> in the Michigan House last month</em></p>
<p><em>In 90 days, Michigan citizens will be allowed to possess and use electro-muscular disruption devices, more commonly known as Tasers, with a concealed pistol license and training. They have similar restrictions and penalties as those in place for pistols.</em></p>
<p><em>Michigan law had limited Taser use to certain law enforcement and corrections officers. Others, such as licensed private investigators, private security police and aircraft pilots and crew members also could carry the weapons if they have been trained and are using the device while performing official duties. Michigan now joins 44 other states that allow civilians to carry the electroshock guns.</em></p>
<p><em>More than 16,800 law enforcement agencies use Tasers in 107 countries, according to Taser International Inc. spokesman Steve Tuttle.</em></p>
<p><em>“We applaud the signing of the bill and thank State Senator Rick Jones’ efforts to give Michiganders the right to carry Taser technology that has saved more than 89,000 lives from death or serious injury,&#8221; he said. <strong>Read more</strong><strong> information from Taser.</strong><strong></strong></em></p>
<p><em>Tasers use compressed nitrogen to shoot two small probes connected by wire that transmit electrical pulses to the target, temporarily debilitating muscle control. The weapons emit confetti with serial numbers to identify the owner.</em></p>
<p><em>Civilian models use cartridges that extend 15 feet and are made for one-time use with a 30-second discharge, while police model cartridges can extend up to 35 feet and generally produce five-second bursts.</em></p>
<p><em>“There’s no reason law abiding citizens who have a CPL and proper training shouldn’t have access to this non-lethal alternative for protecting themselves and their loved ones,” bill sponsor Goeff Hansen, R-Hart, said <strong>during a House committee hearing</strong> in February.</em></p>
<p><em>MLive readers have <strong>had mixed reactions</strong> to the bills. An <strong>MLive.com poll</strong> found that 61 percent of 383 votes support the law, with the remainder opposed. While many supported the option to carry to weapons, some readers were concerned about their safety.</em></p>

<p>My Grandson came over the other day and we were going for a walk around a lake that is close to my house.  We got my dog Taylor on the leash and set out.  No sooner had we gotten to the lake when a big, stray dog found us.  Now I believe he belonged to someone because he had a collar on and some sort of a rope that looked broken &#8211; I assumed the dog had been tied up and gotten away.  Well, this presented a problem because my Grandson, Alex  is 5 and my dog weighs about 9 pounds.</p>
<p>Lucky for us this big dog (with bloody ears) was friendly.  He wanted to play with Taylor but outweighed her about 90 pounds.  He followed us more than half way around the lake and we finally able to lose him.  This could have turned out so much worse.  He could have been a threat to Alex, Taylor or me.  This is why it&#8217;s always a good idea to carry some sort of protection while out walking your pet.  I don&#8217;t believe in hurting in animals &#8211; but I don&#8217;t want one attacking any human or animal!!</p>
<ul>
<li>Pepper Spray or <a href="http://http://www.personalsafetysource.com/animal-repellents/mace-canine-repellent.html">Canine Spray</a> - The use of spray is humane and will not cause permanent damage.  A few squirts will enable you to get away from the situation.</li>
<li><a href="http://www.personalsafetysource.com/animal-repellents/electronic-dog-repeller.html">Electronic Dog Repeller</a>:  The Ultrasonic dog repeller has two different ways to repel a dog.  The discomforting but not harmful high frequency sound (20,000Hz-25,000Hz), audible to dogs but not to humans. And, the second is a super bright LED flashing strobe that temporarily blinds and confuses the dog.</li>
<li><a href="http://www.personalsafetysource.com/small-fry-750000-rechargeable-stun-gun-black.html">Stun Gun</a>:  The  electrical sound is usually enough to scare any animal away.  My dog usually makes a beeline under the bed at the sound of this.  In case of attack the stun gun could be used on the animal.</li>
</ul>
<p>Hopefully, the need for any of these items won&#8217;t be needed but it&#8217;s better to have some sort of protection while out walking your pet.  Pepper Spray, Canine Repellent, an Electronic Dog Repeller or a stun gun are all great forms of protection from unwanted dogs.</p>

<p><em>Sometimes, academic journals have the beststories. Like <a href="http://www.sciencedirect.com/science/article/pii/S0379073812001521">last week&#8217;s issue of Forensic Science International</a>, which describes how a man had a a drunken confrontation with the police and ended up with a taser dart stuck in his brain.</em></p>
<p><em>The most ridiculous part? He didn&#8217;t even realize. The only reason he went to hospital was because he had a headache. In fact, it was lodged in his frontal lobe the whole time. <a href="http://www.sciencedirect.com/science/article/pii/S0379073812001521">FromForensic Science International</a>:</em></p>
<blockquote><p><em>&#8220;A 27 old man was immobilized by the police while he struggled with a police officer during an identification check and attempted an escape. He had a high level of alcohol at the time of the arrest. A X26 Taser was used to incapacitate and subdue the victim.</em></p>
<p><em>&#8220;No immediate medical examination was subsequently performed in the patient after the wires were propelled and he was allowed to return home. However, because he complained of a headache, he decided to go to the nearest hospital a few hours later.</em></p>
<p><em>&#8220;Upon presentation at the Emergency Department the patient was conscious. The examination revealed a harpoon-like barbed electrode dart implanted in the right frontal part of the skull and a right peri-orbital bruise…</em></p>
<p><em>&#8220;The brain CT scan revealed an encephalic injury in the right area of the frontal lobe. In fact, the probe was implanted in the frontal area of the skull and then in the right frontal cortex with a penetration depth of a few millimeters.&#8221;</em></p></blockquote>

<p><em>Dear Tracy: I got my gadget!  Today, Wednesday, April 25,2012. a day that will live in infamy. Mine came somewhat dissembled so I assembled it. It comes with a rotating belt clip-why you would want to carry this upside down is one of those universal truths that is beyond me. </em></p>
<p><em>It comes with two white safeties, and an orange one. REMOVE the white one that activates the siren last. I did not-and you have to replug the unit to stop the screaming-not mine-this unit! Then remove the one that turns on the strobe-Now you have a unit that is screaming and flashing-but hell, that&#8217;s why I bought it-the next one-the orange one pulls straight out,and it gives you access to the spray-so leave the unit while it is still plugged in. </em></p>
<p><em>Tomorrow, is the kid next door&#8217;s Birthday, and I will let you know after the party how stong the pepper really is. I hate to do that to someone turning 7 , but somebody has to go first.</em></p>

A bill to amend 1931 PA 328, entitled<br />
&#8220;The Michigan penal code,&#8221;<br />
by amending section 224a (MCL 750.224a), as amended by 2006 PA 457.<br />
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:<br />
1 Sec. 224a. (1) Except as otherwise provided in this section, a<br />
2 person shall not sell, offer for sale, or possess in this state a<br />
3 portable device or weapon from which an electrical current,<br />
4 impulse, wave, or beam may be directed, which current, impulse,<br />
5 wave, or beam is designed to incapacitate temporarily, injure, or<br />
6 kill.<br />
7 (2) This section does not prohibit any of the following:<br />
8 (a) The possession and reasonable use of a device that uses<br />
9 electro-muscular disruption technology by any of the following 2<br />
00288&#8217;11 b TVD<br />
1 individuals, if the individual has been trained in the use,<br />
2 effects, and risks of the device, and, IN THE CASE OF AN INDIVIDUAL<br />
3 DESCRIBED IN SUBPARAGRAPHS (i) TO (xi), is using the device while<br />
4 performing his or her official duties:<br />
5 (i) A peace officer.<br />
6 (ii) An employee of the department of corrections who is<br />
7 authorized in writing by the director of the department of<br />
8 corrections to possess and use the device.<br />
9 (iii) A local corrections officer authorized in writing by the<br />
10 county sheriff to possess and use the device.<br />
11 (iv) An individual employed by a local unit of government that<br />
12 utilizes a jail or lockup facility who has custody of persons<br />
13 detained or incarcerated in the jail or lockup facility and who is<br />
14 authorized in writing by the chief of police, director of public<br />
15 safety, or sheriff to possess and use the device.<br />
16 (v) A probation officer.<br />
17 (vi) A court officer.<br />
18 (vii) A bail agent authorized under section 167b.<br />

21 HAS IN HIS OR HER POSSESSION SPECIFIC WRITTEN AUTHORIZATION FROM A<br />
22 LICENSED BAIL AGENT APPOINTING HIM OR HER AS THAT BAIL AGENT&#8217;S<br />
23 FUGITIVE RECOVERY REPRESENTATIVE FOR THE SPECIFIC DEFENDANT BEING<br />
24 SOUGHT AND BEARING AN EXPIRATION DATE THAT IS NOT LATER THAN<br />
25 DECEMBER 31 OF THE YEAR IN WHICH THE AUTHORIZATION WAS EXECUTED OR<br />
26 THE NAMED DEFENDANT IS APPREHENDED, WHICHEVER OCCURS FIRST.<br />
27 (ix) (viii) A licensed private investigator. 3<br />

1 (x) (ix) An aircraft pilot or aircraft crew member.<br />
2 (xi) (x) An individual employed as a private security police<br />
3 officer. As used in this subparagraph, &#8220;private security police&#8221;<br />
4 means that term as defined in section 2 of the private security<br />
5 business and security alarm act, 1968 PA 330, MCL 338.1052.<br />
6 (xii) AN INDIVIDUAL WHO HOLDS A VALID LICENSE TO CARRY A<br />
7 CONCEALED PISTOL UNDER SECTION 5B OF 1927 PA 372, MCL 28.425B.<br />
8 (b) Possession solely for the purpose of delivering a device<br />
9 described in subsection (1) to any governmental agency or to a<br />
10 laboratory for testing, with the prior written approval of the<br />
11 governmental agency or law enforcement agency and under conditions<br />
12 determined to be appropriate by that agency.<br />
13 (3) A manufacturer, authorized importer, or authorized dealer<br />
14 may demonstrate, offer for sale, hold for sale, sell, give, lend,<br />
15 or deliver a device that uses electro-muscular disruption<br />
16 technology to a person authorized to possess a device that uses<br />
17 electro-muscular disruption technology and may possess a device<br />
18 that uses electro-muscular disruption technology for any of those<br />
19 purposes.<br />
20 (4) A person who violates this section SUBSECTION (1) is<br />
21 guilty of a felony punishable by imprisonment for not more than 4<br />
22 years or a fine of not more than $2,000.00, or both.<br />
23 (5) AN AUTHORIZED DEALER OR OTHER PERSON WHO SELLS A DEVICE<br />
24 THAT USES ELECTRO-MUSCULAR DISRUPTION TECHNOLOGY TO AN INDIVIDUAL<br />
25 DESCRIBED IN SUBSECTION (2)(A)(xii) SHALL VERIFY THE INDIVIDUAL&#8217;S<br />
26 IDENTITY AND VERIFY THAT THE INDIVIDUAL HOLDS A VALID CONCEALED<br />
27 PISTOL LICENSE ISSUED UNDER SECTION 5B OF 1927 PA 372, MCL 28.425B, 4<br />
00288&#8217;11 b TVD<br />
1 AND SHALL PROVIDE TO THE INDIVIDUAL PURCHASING THE DEVICE, AT THE<br />
2 TIME OF THE SALE, TRAINING ON THE USE, EFFECTS, AND RISKS OF THE<br />
3 DEVICE. A PERSON WHO VIOLATES THIS SUBSECTION IS GUILTY OF A<br />
4 MISDEMEANOR PUNISHABLE BY IMPRISONMENT FOR NOT MORE THAN 30 DAYS OR<br />
5 A FINE OF NOT MORE THAN $500.00, OR BOTH.<br />
6 (6) BOTH OF THE FOLLOWING APPLY TO THE USE OF A DEVICE THAT<br />
7 USES ELECTRO-MUSCULAR DISRUPTION TECHNOLOGY BY AN INDIVIDUAL<br />
8 DESCRIBED IN SUBSECTION (2)(A)(xii):<br />
9 (A) THE INDIVIDUAL SHALL NOT USE THE DEVICE AGAINST ANOTHER<br />
10 PERSON UNLESS THE DEVICE IS REASONABLY USED IN THE PROTECTION OF<br />
11 PERSON OR PROPERTY UNDER CIRCUMSTANCES THAT WOULD JUSTIFY THE<br />
12 INDIVIDUAL&#8217;S USE OF PHYSICAL FORCE. AN INDIVIDUAL WHO VIOLATES THIS<br />
13 SUBDIVISION IS GUILTY OF A MISDEMEANOR PUNISHABLE BY IMPRISONMENT<br />
14 FOR NOT MORE THAN 2 YEARS OR A FINE OF NOT MORE THAN $2,000.00, OR<br />
15 BOTH.<br />
16 (B) IF THE INDIVIDUAL USES, OR THREATENS TO USE, THE DEVICE<br />
17 DURING THE COMMISSION OF A CRIME TO TEMPORARILY OR PERMANENTLY<br />
18 DISABLE ANOTHER PERSON, THE JUDGE WHO IMPOSES SENTENCE UPON A<br />
19 CONVICTION FOR THAT CRIME SHALL CONSIDER THE DEFENDANT&#8217;S USE OR<br />
20 THREATENED USE OF THE DEVICE AS A REASON FOR ENHANCING THE<br />
21 SENTENCE.<br />
22 (7) (5) As used in this section:<br />
23 (a) &#8220;A device that uses electro-muscular disruption<br />
24 technology&#8221; means a device to which all BOTH of the following<br />
25 apply:<br />
26 (i) The device is capable of creating an electro-muscular<br />
27 disruption and is used or intended to be used as a defensive device 5<br />

1 capable of temporarily incapacitating or immobilizing a person by<br />
2 the direction or emission of conducted energy.<br />
3 (ii) The device contains an identification and tracking system<br />
4 that, when the device is initially used, dispenses coded material<br />
5 traceable to the purchaser through records kept by the<br />
6 manufacturer, .<br />
7 (iii) The AND THE manufacturer of the device has a policy of<br />
8 providing the THAT identification and tracking information<br />
9 described in subparagraph (ii) to a police agency upon written<br />
10 request by that agency. HOWEVER, THIS SUBDIVISION DOES NOT APPLY TO<br />
11 A LAUNCHABLE DEVICE THAT IS USED ONLY BY LAW ENFORCEMENT AGENCIES.<br />
12 (b) &#8220;Local corrections officer&#8221; means that term as defined in<br />
13 section 2 of the local corrections officers training act, 2003 PA<br />
14 125, MCL 791.532.<br />
15 (c) &#8220;Peace officer&#8221; means any of the following:<br />
16 (i) A police officer or public safety officer of this state or<br />
17 a political subdivision of this state, including motor carrier<br />
18 officers appointed under section 6d of 1935 PA 59, MCL 28.6d, and<br />
19 security personnel employed by the state under section 6c of 1935<br />
20 PA 59, MCL 28.6c.<br />
21 (ii) A sheriff or a sheriff&#8217;s deputy.<br />
22 (iii) A police officer or public safety officer of a junior<br />
23 college, college, or university who is authorized by the governing<br />
24 board of that junior college, college, or university to enforce<br />
25 state law and the rules and ordinances of that junior college,<br />
26 college, or university.<br />
27 (iv) A township constable. 6<br />

2 (vi) A conservation officer of the department of natural<br />

6 (viii) (vii) A law enforcement officer of another state or of a<br />
7 political subdivision of another state or a junior college,<br />
8 college, or university in another state, substantially<br />
9 corresponding to a law enforcement officer described in<br />
10 subparagraphs (i) to (vi) (vii).<br />
11 (ix) (viii) A federal law enforcement officer.<br />
12 Enacting section 1. This amendatory act does not take effect<br />
13 unless Senate Bill No. 30<br />
14 of the 96th Legislature is enacted into law</p>

<p>Those with CCW in  Michigan may  soon be allowed to carry a <a href="http://www.personalsafetysource.com/taser/taser-c2-gold-kit.html">TASER®</a> to temporarily disable potential attackers.  The House almost unanimously passed Senate bills <a href="http://legislature.mi.gov/%28S%28iwutwz45o1vwnsmr2hwearfr%29%29/mileg.aspx?page=getObject&amp;objectName=2011-SB-0029">29</a>, <a href="http://legislature.mi.gov/%28S%28gexzwq45p5ev4kfl1dj4hwze%29%29/mileg.aspx?page=getObject&amp;objectName=2011-SB-0030">30 </a>and <a href="http://legislature.mi.gov/%28S%28gexzwq45p5ev4kfl1dj4hwze%29%29/mileg.aspx?page=getObject&amp;objectName=2011-SB-0093">93</a>. The Senate originally approved the bills last October, but made  some technical changes before the bills are sent to the Governor for his signature.</p>
<p>Under the law, citizens can possess and use electro-muscular disruption devices, also known as a TASER® with a concealed pistol license and training. The bills call for similar restrictions and penalties as the laws in place for pistols.  A <a href="http://www.personalsafetysource.com/taser/taser-m26c-black.html">TASER</a>® must be registered to activate it and a background check is performed.</p>
<p>Civilian TASER®&#8217;s, which are legal in 44 states, have less firing range than the type the  police use. The police stun guns can shoot up to 35 feet while the civilian model goes 15 feet.  The bill is only for legal TASER&#8217;s  in Michigan and does not apply to stun guns.</p>
<p>Lawmakers are considering another bill that would speed up the process for obtaining a concealed weapon permit and allow some licensed gun owners with additional training to carry concealed pistols in traditionally pistol-free zones, such as schools, hospitals and bars.</p>
<p>State Sen. Rick Jones, a former Eaton County sheriff who once allowed himself to be shocked by a Taser during a 2008 legislative committee meeting, said &#8220;thousands&#8221; of citizens have contacted him seeking legalization of the Taser device.Jones,  said he believes the threat of electroshock could prevent violent crimes, especially against women.&#8221;I would say you could pull it out and say &#8216;Back away, I have a <em>Taser</em>,&#8217;&#8221; said Jones. &#8220;Ninety-nine percent of the time I think they&#8217;ll run away because they don&#8217;t want to be Tasered.&#8221;</p>
<p>More than 286,000 Michigan residents had a valid concealed pistol license in October, according to the Michigan State Police.</p>
<p>The House&#8217;s minor changes to the bills must be approved by the full Senate before the legislation can advance to Gov. Rick Snyder for his consideration.</p>

<p>Confusion arises between the difference of a <a href="http://www.personalsafetysource.com/taser.html">TASER®</a> and a stun gun. They are two different things and should be treated as such.</p>
<p>TASER® is a trademarked name for TASER® International as well as a brand name. TASER®&#8217;s are products used by many Law enforcement agencies and civilians alike. TASER®&#8217;s cause electrical muscular disruption (EMD) which results in involuntary muscle control causing a person to drop to the ground.</p>
<p>The TASER® has two electrodes which propel from the gun through the use of compressed nitrogen. These dart like electrodes are still attached to the main unit and may not be reused. A new cartridge must be used each time. If the TASER® does not hit the target it can be used as a stun gun.</p>
<p>A <a href="http://www.personalsafetysource.com/stun-guns.html">stun gun</a> must be touching the other person to be effective. The probes produce an electrical current which can go through the clothes. The electrical current will cause the muscles to work very fast and depletes them of blood sugars. This current will also interrupt the tiny neurological impulses that control muscle movement. This will result in disorientation and a loss of balance. Leaving someone an opportunity to get away from a dangerous situation.</p>
<p>The TASER@ can also be used as a stun gun. So, this is how a <em><a href="http://www.personalsafetysource.com/taser.html">TASER®</a></em> can be a stun gun but a stun gun can&#8217;t be a TASER®.</p>

<blockquote><p><em>Last weekend I saw something at Larry&#8217;s Pistol and Pawn Shop that sparked my interest. The occasion was our 22nd anniversary and I was looking for a little something extra for my wife, Toni. What I came across was a 100,000 volt, pocket/purse-sized taser. The effects of the taser were suppose to be short lived, with no long-term adverse affect on your assailant, allowing her adequate time to retreat to safety . WAY TOO COOL!</em></p>
<p><em>Long story short, I bought the device and brought it home. I loaded two triple-A batteries in the darn thing and pushed the button. Nothing! I was disappointed. I learned, however, that if I pushed the button AND pressed it against a metal surface at the same time, I&#8217;d get a blue arch of electricity darting back and forth between the prongs. Awesome!!! Unfortunately, I have yet to explain to Toni what that burn spot is on the face of her microwave.</em></p>
<p><em>Okay, so I was home alone with this new toy, thinking to myself that it couldn&#8217;t be all that bad with only two triple-A batteries&#8230;&#8230; Right?</em></p>
<p><em>There I sat in my recliner, my cat Gracie looking on intently (trusting little soul) while I was reading the directions and thinking that I really needed to try this thing out on a flesh and blood moving target. I must admit I thought about zapping Gracie (for a fraction of a second) and thought better of it. She is such a sweet cat. But, if I was going to give this thing to my wife to protect herself against a mugger, I did want some assurance that it would work as advertised. Am I wrong?</em></p>
<p><em>So, there I sat in a pair of shorts and a tank top with my reading glasses perched delicately on the bridge of my nose, directions in one hand, taser in another. The directions said that a one-second burst would shock and disorient your assailant; a two-second burst was supposed to cause muscle spasms and a major loss of bodily control; a three-second burst would purportedly make your assailant flop on the ground like a fish out of water. Any burst longer than three seconds would be wasting the batteries.</em></p>
<p><em>All the while I&#8217;m looking at this little device measuring about 5&#8243; long, less than ¾ inch in circumference; pretty cute really (and loaded with two itsy, bitsy triple-A batteries) thinking to myself , &#8220;no possible way!&#8221;</em></p>

<p><em>I&#8217;m sitting there alone, Gracie looking on with her head cocked to one side as if to say &#8220;don&#8217;t do it master,&#8221; reasoning that a one-second burst from such a tiny little old thing couldn&#8217;t hurt all that bad&#8230;..I decided to give myself a one-second burst just for the heck of it. I touched the prongs to my naked thigh, pushed the button, and HOLY MOTHER, WEAPONS OF MASS DESTRUCTION!!</em></p>
<p><em>I&#8217;m pretty sure Jessie Ventura ran in through the side door, picked me up in the recliner, then body slammed us both on the carpet, over and over and over again. I vaguely recall waking up on my side in the fetal position, with tears in my eyes, body soaking wet, both nipples on fire, testicles nowhere to be found, with my left arm tucked under my body in the oddest position, and tingling in my legs. The cat was standing over me making meowing sounds I had never heard before, licking my face, undoubtedly thinking to herself, &#8220;do it again, do it again!&#8221;</em></p>
<p><em>Note: if you ever feel compelled to &#8220;mug&#8221; yourself with a taser, one note of caution: there is no such thing as a one-second burst when you zap yourself. You will not let go of that thing until it is dislodged from your hand by a violent thrashing about on the floor. A three-second burst would be considered conservative.</em></p>
<p><em>SON-OF-A-*&amp;^%$&#8230;..that hurt like hell!!! A minute or so later (I can&#8217;t be sure, as time was a relative thing at that point), I collected my wits (what little I had left), sat up and surveyed the landscape. My bent reading glasses were on the mantel of the fireplace. How did they get there??? My triceps, right thigh and both nipples were still twitching. My face felt like it had been shot up with Novocain, and my bottom lip weighed 88 lbs. I&#8217;m still looking for my testicles. I&#8217;m offering a significant reward for their safe return.</em></p>

<p>TASER® is becoming a household word.  People young and old all seem to know about this product.  Several weekends a month I&#8217;m participating in some type of show.  I sell stun guns and <a href="http://www.personalsafetysource.com/taser.html">TASER®</a> products.   I&#8217;m amazed at how many people come up &#8211; many wide eyed asking about the <strong>TASER®.</strong></p>
<p>Is it because of TV, Movies, video games or maybe even the now famous &#8220;Don&#8217;t Tase Me, Bro&#8221; that has exposed even the youngest to know what these self defense tools are???  Often, someone will pick one up and try to use it on their friend, family member or person standing next to them.</p>
<p><a href="http://www.personalsafetysource.com/stun-guns.html">Stun Guns</a> which are different than a TASER® are often referred to incorrectly.  A stun gun is a hand held device that must touch a person to be effective.  TASER® has probes that shoot out.  Most people call all of the different products a TASER®.  Hopefully, it won&#8217;t be used so much that the brand name is lost.  No matter though&#8230;these items have gotten plenty of exposure and the name is known to young and old!!!</p>
